Abstract: Editor's note: At the disciplinary development forum held at the end of 2025, the framework of New Planning was formally proposed. This concept responds to the transformation of development models, demographic restructuring, technological paradigm shifts, climate change, and heightened uncertainty. Traditional planning paradigms have become insufficient for increasingly complex urban problems and development demands. To respond to this reality, this academic discussion invites experts from planning research, design, education, and practice to examine what New Planning should address, how it differs from traditional planning in objects, values, technologies, and methods, and what types of practice it should generate. The discussion focuses on four dimensions: reshaping planning values and discourse, expanding planning objects and fields, developing dynamic response and flexible logic, and renewing education, capacity, and technology.
