Abstract: Promoting the value preservation and appreciation of natural resource assets is an intrinsic objective of territorial spatial planning. However, territorial spatial planning still lacks adequate measurement of asset value, and natural resource asset planning needs to play a stronger supplementary role. This study argues that planning is a key mechanism for promoting the value preservation and appreciation of natural resource assets, and that territorial spatial planning plays a decisive role in allocating value appreciation for such assets. The core purpose of natural resource asset planning is to achieve financial balance between value-added activities and allocation of resource assets within a defined spatial and temporal scope through integrated protection, utilization, and allocation of resources and assets. It should be positioned as a specialized plan related to territorial space, including municipal and county overall allocation plans and specific allocation-unit plans, supplemented by asset-package project implementation schemes that refine planning and implementation pathways. Implementation-oriented natural resource asset planning consists of allocation unit planning plus asset-package project implementation schemes. It should be connected with detailed planning through interactive feedback, ensuring that the rights layout, inputs, and outputs specified in asset planning are coordinated with the land-use layout and control indicators determined by detailed planning, and clarifying implementation pathways for asset preparation, fund balance, approval procedures, supply conditions, financing channels, and revenue sharing.
