Abstract: This study constructs an analytical framework for coordinating rural development, governance, and operation under the goal of good governance. It explains how actor embedding and phase coordination differ across governance outcomes. Good governance depends on matching phase-specific needs with forms of actor embedding: institutional embedding integrates actors during development, emotional embedding builds a governance coalition, and contractual embedding aligns operational actors. Villager agency is the hub of this cycle, and sustainable governance emerges when institutional, emotional, and contractual relations operate together. Planning teams fill structural holes by translating professional knowledge, mediating interests, and reconnecting information and resources. Comparison of three Shaanxi villages identifies discontinuous, alienated, and sustained forms of good governance and provides practical directions for integrated rural action.
