Summary In recent years, urban rain and flood disasters have occurred frequently in China, causing huge casualties and economic losses. On the one hand, the Party and government of China have attached great importance to the response to urban rain and flood disasters, and introduced a series of policies and measures, including the construction of resilient cities; on the other hand, climate change and its impact on urban rain and flood disasters, and even economic and social development have been increasingly emphasized by the international community. However, there is no clear administrative guideline or guideline on how to implement the concept of resilient city construction in China's territorial spatial planning system, and there is no clear administrative guideline or guideline on the specific operational practice of planning.
