Abstract: Evaluation and adjustment are key links in the supervision and implementation system of territorial spatial planning; their coordinated operation enables dynamic governance of territorial space. Facing the implementation needs of major strategies and major projects during the 15th Five-Year Plan period, the coordination mechanism between health-check evaluation and dynamic adjustment of territorial spatial master plans urgently requires systematic improvement. Starting from the intrinsic dynamism of territorial spatial governance, this paper reviews China’s plan evaluation and adjustment mechanisms before the “multi-plan integration” reform, defines the connotation and characteristics of dynamic adjustment in territorial spatial planning, and analyzes the adjustment needs and practical difficulties encountered in implementing municipal and county territorial spatial master plans. Based on the deep reciprocal logic between health-check evaluation and dynamic adjustment, it proposes a mechanism framework for dynamic adjustment composed of five levels: objectives, principles, content, operation, and safeguards. The framework provides theoretical and practical reference for evaluating and adjusting territorial spatial plans at the municipal and county levels.
