Pricing Methods and Regulatory Policies for Existing Spatial Resources under Sustainable Urban Renewal Objectives

Abstract: This study examines the economic drivers of urban renewal, compares benefit-sharing and costsharing arrangements under different land-tenure regimes, and reviews national and local approaches to pricing and regulating existing spatial resources. The findings indicate that capturing value increments and allocating rent gaps are essential to extending the fiscal potential of land-based public finance in urban renewal. Methods for calculating premiums on subdivided development rights provide the technical basis for value capture and also function as policy instruments for steering different forms of renewal. Closer coordination and integration between fiscal policy and spatial planning can support the establishment of a new and sustainable model of land-based public finance in China.
