Abstract: Evaluating detailed plans within urban development boundaries (formerly regulatory detailed plans) is essential to improving their scientific soundness and practical effectiveness, yet no consensus has emerged on appropriate evaluation methods. This paper reviews existing research and identifies new trends arising from the reform of territorial spatial planning. It argues that evaluation should be designed primarily to provide targeted feedback to multiple stages of full-cycle detailed-plan management, with evaluation content defined precisely by the decision purpose. On this basis, three complementary evaluation types are proposed: applicability assessment of planning outputs, applicability assessment of management rules, and health-check assessment of regulatory planning units. In light of their differing operational requirements, the paper further recommends an evaluation mechanism combining periodic and real-time assessment.
