Abstract: To support systematic planning and strengthen disaster-prevention benefits, this study clarifies the conceptual scope, typology, spatial system, and planning and construction methods of routine-emergency dual-use public infrastructure through a review of the literature and a comparison of policy documents. Conceptually, such infrastructure is defined as the functional integration of social infrastructure and emergency-service facilities, with the primary objective of enhancing emergency-service capacity. Typologically, an eight-category system is proposed to cover emergency-service needs comprehensively. Spatially, a three-tier hierarchy - provincial, municipal/county, and central urban area - is established within the territorial spatial planning framework. For facility layout, a three-stage approach of existing-condition assessment, demand analysis, and site selection is proposed, guided by safety, equity, and efficiency. The study concludes that planning for dual-use public infrastructure should prioritize the completeness of both its typology and spatial system, thereby enabling these facilities to contribute systematically to emergency services and urban resilience.
