Abstract: Digital rural planning uses digital technologies to support the modernization of agriculture and rural areas, advance digital village development, and promote comprehensive rural revitalization. Its contemporary context is shaped by national policy, expanding academic inquiry, and strategic deployment. Yet digital village development continues to face four major constraints: insufficient realization of the digital economy's potential and slow industrial digitalization; governance platforms that are smart in appearance but weak in substantive decision support; lagging digital infrastructure and limited application coverage; and a shortage of interdisciplinary digital practitioners and technological innovation. To address these problems, this paper develops a theoretical framework for digital rural planning and identifies three principal drivers: the digital economy's capacity to transform industrial planning, the virtual effects of digital technologies on spatial planning, and the contribution of digital space to collaborative planning. Drawing on representative demonstration areas, it proposes practical pathways that include strengthening information infrastructure, creating mutually reinforcing physical and virtual spaces, building professional talent teams, empowering governance through digital technology, preparing integrated urban-rural digital development plans, and improving top-level institutional design. These pathways are intended to support the strategic objectives of digital village development.
